I think at the beginning a manager should balance between seriousness and unseriousness in his workplace that will ensure discipline among those he manage. Ensure that rules and regulations are set for everyone to follow.
 
Every employee should be made to adhere strictly to the company's rules and regulations. And anyone who is found flaunting the rules, appropriate actions should be taken against him/her in other to discourage other employees from insubordination.
 
It is proposed as a business principle that the relationship between an employer and an employee should be a cordial relationship in the workplace.
The employer must not be stuff, he must be able to answer his workers in a calm and polite manner, this can lead to a very conducive work environment.
With this calm disposition that an employer or a manager is expected to maintain, how can he enforce discipline in the workplace?
One of the best ways to achieve this is that anything you want people to do, be the first to do it and make it a stuff that people will learn from it.... Be the change you want in everything, be the example people will look at at your work place...
 
A manager can enforce discipline in slot of ways, but he needs to start from himself first, he has to be disciplined and also be a very good example to follow by all, if the manager is disciplined his work in enforcing discipline will be minimal, he has to strictly abide by the companies rules and regulations too.
 
The manager is the eye of the Director, if the company is not doing well then the manager is to be querried but if the company is doing well the manager is the pioneer behind the success. The manager need to have cordial relationship with the others employees so that they can improve on their efforts in the company.
 
The first person to bear the brunt of discipline is the man in the mirror - you! As a startup leader, you owe your team members the duty to be responsible and alive to your tasks! No one wants to listen to a man whose ways of life reeks of gross indiscipline, recklessness and is always shifting blames.
As the head of a business enterprise, the team leader, change begins with you. The perfect brand ambassador is you and your actions or inactions must reflect this! Business 101 teaches that: you should never be late to your own meeting.. Dress like you should and not as you feel. Knowing that the diligence you exude goes along way to inspire or de-motivate your team members. You must always reflect the company's corporate culture. No one but YOU are the first on the front line for discipline! And as William Penn puts it:
"No man is fit to command another, that cannot command himself."
 
Clarify the responsibilities of HR and managers so clear lines relating to employee relations are drawn. For example, HR helps with the process of hiring and firing workers, but employees’ supervisors or managers should do the actual hiring and firing.
 
Enforcement of discipline in an organization is something of a technic and strategic planning because it depends on the lay down rules and regulations of the so called organization that will determine how the discipline will be effective
 
This is were everybody will appreciate and values the position of a manager
The manager is not a day job thing
But coming to enforce discipline a manager has to drop sentiment
Stop been biased and also shun all act of misconduct
All this can be achieved by setting down rules and order in work place
And placing punishment on those rules
That is my opinion though

How to manage and enforce law

As a manager you can enforce decipline at your workplace by
i. Establishing clear rules for employees.
Being clear about your employment policies is imperative. You can’t begin to discipline an employee for behavior they didn’t know was unacceptable.

ii.Documenting employee discipline.
When you suddenly find yourself in a worst-case scenario, documentation is going to help you out. If employee discipline leads to firing or legal action, having no documentation to refer as a reason for disciplinary action will leave you open to possible legal consequences.

iii. Following your own guidelines.
Last but not least: whatever employee discipline policy you create, follow it. It’s surprising how many employee rules and guidelines are created and then ignored by management. If you have it in the handbook and employees have agreed to it, your managers must follow it.

A manager should first disciple his or her self before talking of the workers that is under him or her. A discipled manager do not need to stress his or her self at a what place instead he or she will be respected by the kind person he or she is. But he will suspended who ever disrespect the rule

Establish a clear code of conduct that defines acceptable and unacceptable behaviors in the work place.
 
Discipline is one very crutial aspect if business that should not be neglected. You can ensure discipline through Edward and punishment. Enact strict rules that would ensure people are being rewarded or punished depending on how they treat the law.
 
I doubt if there is a time frame for this purpose. You are meant to behave well at all times as an employee but if that is not the case, then you should be ready for disciplinary actions.
 
I will state an example. If your workers are having a habit of coming late, then you should deduct their salary at the end of the month. This will keep many from coming late
 
by eliminating normal relationships that aren't professional in the working environment, your boss might be your friend in real life, but he shouldn't be a friend when working
