I don't think there is something bad in giving a well deserved praise or cheers to an employee who is performing brilliantly well at work. What i just feel is that it should be done in a decent and formal so that the right message can be passed to the targeted employee.

The topic is about the mistakes in praising employees. But the point #1 in your post is about blaming without direction. Is blaming a kind of praising in your culture? My understanding of blaming is someone made a mistake which is very inappropriate to be praised. Your point #3 is about not giving praise. Again when you do not give praise then that is not a mistake in praising. It will only be a mistake in praising when you praise someone but if you do not praise someone then that cannot be a mistake in praising, that's a neglect.

I do not see giving praise to an employee for job well done is a mistake. Everyone love to be appreciated especially workers. Giving credit for a brilliant job and the employee who did that is a strong motivation to do more. However not doing that could discourage such employee to do more.
