It is very important not to get someone that is not skilled in the business that you are working within however you have to remember that in order for someone to gain experience they have to work somewhere or the other. Yeah, main reason is boss or bosses just don't want to take the time to train new employees. Workers with experience can get through the hiring process faster too without testing just get then to work without delay.
