Would you rather hire a manager or run the site(s) yourself?

First of all it depends from the task to manage if it is first time to manage or you have experience, so this is not related to the number of forums but your knowledge or lack of knowledge even having one site and trying to manage a new feature.
This is a valid statement. I think it depends on whether the business person has the necessary experience or expertise to build a website, and if they are lacking in both of these departments, then it would be worth it to contract a web developer to do so

I would always prefer running my own site myself. However, since I do not have enough experience, I shall be hiring a person who i may trust in then end.

It is all relative to budgetary as hire administration worker is not cheap this day and then for few hours you pay a lot of money for being your tutor or fix your bugs unless the community is returning a lot of money.
 
Hiring a manager indicates that your website generates a lot of revenue and that you have the funds to pay the manager.
Little websites are small because they don't make a lot of money, so this is simply not an option for their proprietors.

Most companies usually hire a freelancer in order to get the right kind of website prepared for them. Many freelancers have offices in our city and I once visited one of the offices as well when I wanted to get a website prepared.

That is a good development and I think freelancers would offer good value for money to get your website up and running in a professional manner. It is important to establish the features you want added to the site as well
 
Well I believe that Hiring a manager means your site is generating a lot of money and you can afford to pay the manager. However, for small website owners this is simply not possible because small websites are small because they are not earning much money
