Why is it hard for an incompetent manager to resign willingly?

Hiring a manager who wasn't a good choice for the company was or one who lacks skills needed to manage the company. Having failed as a manager on many occasions makes it very obvious that he lacks the skill set to drive the company forward.

Well, many companies never hire a manager without considering his past record. Managers have a really huge responsibility on their shoulders and it is never a really easy job to be one.
 
Most likely as a result of the lack of any other activities that could bring in income. Such individuals would make the company fail in its entirety because they are haughty.
 
Maybe the incompetent manager is still thinking he can do better with the work or maybe you're the one seeing him as an incompetent person, he might not be seeing himself like that
 
An incompetent manager turning in his or her resignination letter simply means he is no longer working and there's no job opportunities out there , so turning in their resignation letter is not easy for them
 
It is a source of income to them , even when they understand that they are not capable of handling the required responsibility they still don't want to let it go because they are earning a living from it.
 
One pivotal point that I hold firmly on the subject is that most of the managers wouldn't want to accept failures by tendering a resignation letter, but they will want to conceal their inabilities.
 
Using the people in the government as an example , though people in the general public and even their cabinet know they are incompetent but they will never resign because they are making money on a daily basis .
