Is people management a needed skill for all managers?

Well, if you ask me, then I must say that each and every kind of manager in any organisation is kind of a manager who manages people. The Human Resource department is only responsible for hiring people and you can say that they are also responsible for managing people. However, a manager who manages people who are already hired are also managing people obviously. For example, a manager might be managing and monitoring an assistant manager who is below him in the rank.
