From my own point of view the most important duty of a business manager is making decision and making sure these decisions are being carried out by the appointed employees. The manager gives out rule on how plans should be carried out on daily basis.
Decision making is very vital for any level of management. Inability to take the right and needed decision can cause the company a very huge financial and operational loss.
Decision making is in the hands of every personnel and all must see that little duty as their own business and take the needed decision(s) to avery any issue

To me i see staffing and delegation of duties as the most important, staffing contains the detailing of workers notation, staffing state to ensure the good working condition of workers and delegating task to suit their responsibility.
