I am glad that I can be of help and I can see that I have also learnt in lunch from you because there is no way that anyone knows it all. It is very important that once needs to test their employees before they can be fully employed so that they can be tested to know they are ability to do the work well.
Lolz, if you are not testing an employee that you are employing into your business or the manager and other staff,you could employ someone with less qualification that is necessary to run the business and this can reduce your business productivity.

It is very easy to spot an incompetent manager early because he or she by the way he handled things and manage is resources you will know that he is not competent.

This is the reason why I started off by recommending an employer to use the probationary method of employment to employ a manager so as to know if the manager is culpable of managing the business organisation over time and if you find out that is not capable you can live in to go because is just on probation which is temporary.
 
Of course it is very very easy to support an incompetent manager at first interview stations because it is what a manager knows that is what I will put into the organisation and so therefore if a manager faced a gruelling interview session then you will surely know his incompetence.
There are basic shedule and activities a manager is suppose to carry out.He is tasked to know his job bit,the objective of a job task and role,and knows the resources needed to accomplish such task,then deployment of personell to do it and a comprehensive report of the job been accomplished,If over time he fails to deliver on these, then you know he is incompetent.
 
As the name implies ,incompetent people will not be able to meet up with the competitors and most of them will start blaming others for their mistake they have done, that is just the simple way of identifying them.
 
I still get shivers thinking about a supervisor I had years ago. She had no clue what her work included, and she always had one employee stand at the copy machine all day performing photocopying. The employee is not a typical office worker. She was a full-fledged administrative boss and she who her staff to snoop on and gossip about other team members.
 
A good business owner must have people mamagement skill. This will allow him to identify the weakness and strength of this workers to know how to deal with the situation.
