is it possible to spot an incompetent Manager early?

There are Sim incompetent managers which you can see on the spot that they are not the real deal while there are some that you have to wait till they execute a few projects or see how they interact with subordinates before you are able to conclude.
I agree with you, character is a trait that cannot be kept for long except there's is no tasks required of such manager which is impossible

I don't think it's possible to spot an incompetent manager early. The best way to know the capability of a manager is just to give the manager a chance and with that you can use it to access the manager

True though, you won't be able to know the limitations and capabilities of the manger unless you give them a try, you can set out a target from them and see how they perform.
 
Yes of course. It is possible to to spot an incompetent manager at an early stage. By evaluating the performance of the business and the general well doing of the business, and the business is performing below expectation, then, manager should be blamed

You must have employed him before he starts to perform these functions. The poster was more concern on how to spot an incompetent manager before you employ them.

Yes! It is possible to get heads-up quickly. A manager who is not flexible in decision making and not open to subordinates contribution is not competent to run an organization.
