Have you ever seen a site recover after being punished for using Blackhat SEO Techniques?

Whenever a website is caught by Google for using Black hat SEO, it's going to pull down the site from Google ranking. Let's assume your website was appearing on the first page of the search engine results page, once the site is punished, it's going to be dragged down to the 15th page or farther down. As a result of this, the site will lose organic traffic completely. Without generating traffic, the site will stop making money for the owner.

Have you seen any site that was punished for using Black hat SEO recover and rank higher again on Google?

I've never really seen a site recover from it, but I've seen a creator recover.

Neil Patel used very questionable tactics and developed a bad reputation for it at one time. Now he is very popular in the digital marketing realm and has a lot of success.

You can recover as a person but sometimes you might have to start from scratch.

Black Hat of anything is a gamble. Sometimes you win, sometimes you lose everything.

Have I seen it? No! It is possible? Absolutely.
Unless your domain is specifically backlisted by search engines, you can always recover your SERP position. However, you will have to do SEO audit and then start implementing SEO strategies

I haven't seen anyone recover from it either. If it's easy for them to get right back on track and with a known way to do it, I'm very sure that many wouldn't mind going through the black hat routine, have their ranking, get punished and find their way back.

Using Black Hat does not necessarily mean you will be ranking high. Just like with White Hat, Black Hat might also take a long time to reach the top spot, but when the SEO strategies are Black Hat the site might fall down pretty soon and it might take very long time before they starting improving their rank again. Black Hat does not guarantee top spot.

Yeah, that's very correct. It's just a shortcut to getting a better result which necessarily doesn't mean to be top rank 1 on Google page. The consequences of using it is far more devastating for a website more than the benefit you get from using it.
