If this business is a type of business that has to do with a little sized supermarket or some chemist or pharmacy store of some sought, then I think a number of say four staffs should do for the work force. You may scale up the number when the market store needs to be expanded though

If there are no too much responsibilities on the said business, two people can run it efficiently. It depends on the size of the business. If it involves a large section of production, manufacturing, sales, more people will be needed

In my own opinion the minimum number of people needed for a small scale business starts from five people upward. This will include the owner of the business and for other people that will assist him in running the business on day-to-day activities. The other people in need are as follows a bookkeeper who be keeping the record of daily transactions. A marketing officer who will be seeing today daily sales. All the people are logistic man, cleaner and security officer.

Yes as for me yes people needs small scales business to start from and see if they can improve in the business and see how they going to handle it and see if they can double it because majority of our people just jump into business and large business because they want people to see as show off but nothing else
