The best way is to set targets for them, you can divide them into teams, assign works and give targets with proper monitoring. It may be difficult to control all teams so you can appoint a leader that will report to you after each completed task. You can as well set rewards in place for the most productive team, this will create a competition which will increase the output.

From my experience at my last work place the management made it clear that the whole staff must be available to attend their mandatory training sessions that holds twice in a year. So it's left for the staff to choose when to attend. This training helps to sharpen the staff.

An important step is knowing your employees their strength and week was by delegating tasks to them then you can know the areas to tackle and motivate them. Applaud them for doing something good, remove excess work load and you can consider incentives bonus too.
