It depends on oneself monitization depend on the bloger itself if you want it to be yearly it will be monthly,weekly and even daily so the bloger itself will determine the time

I think it is from 6months upward, in Google AdSense policy, your domain must be 6 months old before they can approve your domain. But in some cases it takes longer depending on your traffic stats, your blog content. Google easily approve a blog that have original content, a blog that is copyright free.

Yes, after monitoring on the outside it take a very long time for publication. It is very risky work maybe your website is not publish. So you may have loss And not earn money , due to this you should take proper training of publishing website. Then you start that type of business.

One thing is that it takes months for blog to start receiving quality traffic. You can either monitize you blog through Affiliate programs or display ads. If you have a loyal audience, you can sell a course to an ebook to them.
