If your employee can finish all their work in 2 hours, then I'll suggest you pay them base on contribution and not on time. But if you choose to pay base on time, then add more work for them

I used to work for a company where they expected you to do more and more. They never cared about how much effort you put. They were only concerned about results. I used to evaluate my progress by the effort I used to put and I used to generate results according to the salary I was paid. If the employers really want their employees to perform well, then they should not expect the employees to work really, really hard for a low amount.

Well, in reply to the question in your above post concerning how employees measure the impact of their work, well I really don't know the reason for this question because i don't know the need for employees to measure the impact if their work
 
This can only be measured by the results or do i say out put of the employee as touching his job. So in most cases we might assign some task and evaluate their performances based on those task that will be time bound. All this and many more can be used as appraisal.
