Do examine your own behavior before blaming the other person.

Do communicate what issues you're having.
Don't get baited into unprofessional behavior.

That is true and even if you have to choose to report them , you have to look for the most suitable way of doing it safely that it does not also affect you. Probably you need to report him with some sort of evidence.
 
Actually there are kind of people with such kind of muddy attitude that can not be easily predicted. You as an individual or a manager, should always be calm in handling situations.
 
Understanding is needed to handle difficult co employee. Don't criticize and don't join people to gossip about the person. Try to understand that it was his or her nature. And don't take offense in all the person do. Overlook some of his actions.

As an employer, you need to study your employee and know the extent in which your workers can work and know their behaviours , so you will be able to know how to handle them.
