You are absolutely correct. The things to consider when promoting and employee include: vacancy of higher position, skill and qualification, dedications towards the work.

I think length of service should also be considered when it comes to promotion of employees.
Educational qualification or skills gotten during the period of service should also be a term when promoting employees.
Generally the points you have described are taken into account, especially "Educational qualification or skills acquired during the period of service" as it is key when evaluating employees who have the option for such promotion, however these may be deferred by a person with fewer years of service, but with more developed skills.
 
You are very right. But the problem with most companies they don't like the idea for promoting their employees. I don't know why,but Is for their own good and for the success of the company.
 
An employee can gain promotion through several ways those ways are hardwork,deligence,humbleness and respect for the people there so yes an employee can get promotion nothing is impossible in this world

Yes I agree with your point of view. I also see specialisation matters alot apart from the course someone studied. someone can be specialised in a particular field even though he did not study in school and also performed more better than someone who undergoes it as a course in school.

2.Seniority.

4.Time since the last promotion.
5.Merit and ability.

I agree with you, when one is considering promotion staffs the work of level should be considered, level of skills, increasing in skills, values and growth
 
It is a very good thing to promote your employees especially when they deserve it,the promotion is a way of showing them that you appreciate all their hardwork and sacrifices each day

I think one thing i mostly consider before even promoting the employees is the skills and behavior of the employees , if it suits me then i would promote him or her i think
Here attitude and you ability comes next,attitude to the job is very paramount,because an employee that is willing to learn on the job with a good working attitude will be able to learn and condition himself in line with the companies rules and directive.

In government organisations or agencies you are eligible for promotion after you have worked for 3 years and I guess most private organisations could adopt this or at most 5 years.

The thread is mostly concerned on duration for employees promotions not really what employees promotions are and the benefits.
 
In government organisations or agencies you are eligible for promotion after you have worked for 3 years and I guess most private organisations could adopt this or at most 5 years.
Wow I was not aware it was just three years needed in the government sector. I know of someone some time back who was a civil servant, he has been working for more than five year no promotion, it made me believe it was hard to gain promotion in the government sectors. What might be the issue in that case?

It is very possible that there is a problem in that sector or it delay otherwise it is 3 years in government jobs for you to be promoted then when you are getting to higher and it takes like four years.

It is not supposed to because that is a civil service rule which cannot be changed easily by any government except they are reasonable suggestions from the Parliament.
 
I so much value the years of service as a criteria for promotion because it enables people to wants to stick to a company for a long-term project. I will also want them to be selected on the basis of extra qualifications.
