We have all the military forces, including the new Space Force. I think it's time for a Cyber Force to focus entirely on the cyber combat theater. We're in a cyber war with China, DPRK, Iran, and other advisories. We need a dedicated force rather than putting it on various divisions of the intel community. Different agencies and departments working on the same thing often leads to a lack of sharing intelligence and an increase in useless spending. One militarized agency focusing on it with some standard oversight IMO would be ideal.
