Everyone has their top priority for their own reason base on business understanding. If investors money is the soul of my capital, I will not joke with their money, and that's why I will not joke with sales, followed by product development, then overhead cost.

Mine is 1,5,6 and 8 , in every business ventures , the first priority is making money and seeing the sales booming by increasin the number of good sales everyday, and you also need to develop your products so that people can patronise you more, satisfying customer is also part of it while the last one is you must pay your employee salary.
