Personally believe that when it comes to meeting deadlines anyone that eats the head of the organisation is supposed to be the one that should be held accountable because it is his duty.

The one incharge of the cordination and giving out responsibility should always be the one to be held accountable for any delay in meeting up schedule task and deadlines in the organisation,because it is what he instruct that the subordinate would follow.
