The right time to employ more employee is when your business is wide to the extent that the present number of employees you are having can no more handle the business.

When the workload is over the capacity of the workers then they will have to work overtime and you pay them premium with the overtime pay but the efficiency is lesser (because they are already tired). If that situation would persist continuously then it would be cheaper to hire additional staff to handle the excess workload.
