I think you could track your performance by seeking feedback from people and also checking your self improvement and growth if there are more positive or negative change

In accordance to the question asked. For me the best way to track one's performance is always have record of the performance. Then the person will be able to know how he performed and what needed to be adjust to perform more

Most of these are always in private business organisation because I have never seen it in a government organisation. The reason might be because private organisation are likely to satisfy people more then what the government are doing.

You are right, doing the hardest and long work first is very important because I am more productive in the morning so it will very easy for me to be effective in what ever thing am doing
