Personally I believe the best person to write a business plan is the owner of the business, because it is the owner that knows how he want the company to be run, he is the one that knows his expected gain and so on.
 
If you are a good writer, you can simply hire a consultant to guide and advise you, but do most of the writing yourself. ... In this case, you should consider hiring a consultant to guide you through the business planning process, and maybe even write the entire business plan for you.

I think it will be better for you to write the business plan by yourself in order not to miss out on anything ,then you can hire an expert who can look into the business plan and look for a way to modify the business and thus make it more feasible .
 
It all depends on how good you are at writing your own business plan. If you are not good at it then you should not pick the short strew for yourself. It is preety cheap to pay for a plan these days and you can get a business student to do it for you.

This depends on you and your abilities as a person before coming to the decision of either writing your business plan yourself or hiring someone for you. If you don't have much insights as to how the business operate, you can hire someone but if you do and have enough time, why not write it yourself.
