Google removed this criterion because sometimes sites can be hijacked, and the victim site simply isn't responsible for what goes on. Anyway, I still feel safe browsing is important and I still think Google isn't listing sites - or perhaps are giving lower rankings to sites without https:// stuff.

The sites not using HTTPS are not even accessible these days, not just Goog;e's chrome a lot of web browsers will warn you when you try to access sites that are not using SSL. This has become a must these days.
