Photoshop is undoubtedly one of the most popular graphic design programs, however, it is an expensive program. GIMP on the other hand is an open-source graphic design program that you can use without having to pay. GIMP is even called free Photoshop. The only thing I dislike about GIMP is its floating screens.

I haven't made use of GIMP but I am conversant with Photoshop and it serves all the basic functions I need.

I tried using Gimp for a while and quickly went back to Photoshop Elements I bought on Ebay (in an older version) for $10. It has done everything I need for Web Graphics for well over 15 years now and well worth the price I paid (plus a few upgrades).

By the way, photopea.com, a browser based photo editing tool is also good. It is similar to photoshop and does not cost any money to use.
