Off-page optimization, also dubbed off-site optimization, refers to the techniques used to enhance a website's visibility and search engine ranking through the SEO activities that occur outside of the website. Some requisite off-page optimization techniques include:

  • Link building: The process of pp placing backlinks from other websites. This can include writing curating content that other websites will find fascinating to link to, reaching out to other websites.
  • Social media marketing: Enhancing social media presence and sharing content that can generate natural backlinks.
  • Social signals: The number of shares, likes, and other social media interactions that a website's content receives can be used as a signal of its notoriety and importance to search engines.
  • Brand mentions: Mentioning your website without a direct link can demonstrate a signal of relevance and authority by search engines.
  • Directory submissions: Submitting your website to important directories and online listings can also help with off-page optimization.
  • Guest blogging: Writing and publishing articles on other requisite websites in your niche to establish yourself as an authority and gain backlinks.

I will try to do a TL:DR.

If you are not working on your web pages and is focusing on outside resources, say backlinks, it is off-page SEO. We are mostly at the mercy of third parties in most cases.

You have a very valid point because when you are Consulting external sources to optimise your website then it is called off-page SEO which is mostly achieved through backlink building.

It is very tiring. Outreach campaigns can be as annoying as anything can be.

I have seen companies make the new comers do this. They suffer it because they have no choice.
