Yo, it comes down to what you are after, what you are going to be doing and also your price! I have been building PCs for a while, myself meaning I end up buying all the parts and building it myself It's fun if you know what you are doing

what would you be using it for, like games? what games?
AMD Or Intel?
Using it for VR?
STreaming maybe?

It’ll be used primarily for gaming and image editing. I’d like to get into streaming at some point though.
