Of course it is very very easy to support an incompetent manager at first interview stations because it is what a manager knows that is what I will put into the organisation and so therefore if a manager faced a gruelling interview session then you will surely know his incompetence.

There are Sim incompetent managers which you can see on the spot that they are not the real deal while there are some that you have to wait till they execute a few projects or see how they interact with subordinates before you are able to conclude.

I'm totly agree to your point of view and it is definitely possible and very plausible to spot an incompetent manager early. They are a lot of signs and red flags that characterize incompetence from poor leadership to inert social skills or lack of foresight and initiatives or terrible work ethics that leads to dismal performances.

@Chris Jo very insightful comment. Some incompetent manager don't exhibit this signs early enough until their toxic character and lack of managerial skills affect the company. Some are good faking a good manager but the level of productivity has been one of the most effective ways to detect an incompetent manager.
 
They can’t make decisions to save their life.
It’s easy to find a reason to not make a decision. You can always wait for more information, more details, and see how the situation develops. But good leaders always display a bias for action. They know that chronic indecision not only wastes opportunities, but it puts a heavy drain on morale. Of course when they can't make their own decisions then they ain't fit for the job or position
 
It is very very very very easy to spot an incompetent manager I mean I will be written in their body language,the way they will attend to you and your needs and the way they will answer you . They are always slow for some reason and always complaining and always sending.
 
Of course it is possible to spot and incompetent manager, All you need is to be close to the business everyday every time. Monitor the business from time to time and you will know if the manager is a competent one or a non competent manager, that is a simple way.
