@Chris Jo very insightful comment. Some incompetent manager don't exhibit this signs early enough until their toxic character and lack of managerial skills affect the company. Some are good faking a good manager but the level of productivity has been one of the most effective ways to detect an incompetent manager.
Thanks alot!... Indeed, incompetence is recking and can affect productivity and growth especially when it's being exhibited by someone who's suppose to be a role model to subordinates as well as direct, coordinate and plan the activities in an establishment.

I have a philosophy, which I believe will help fix this kind of management challenge.
A manager should not be employed from outside an organization. Except he comes highly recommended with proven track record.
This means a manager should be an employee who grows through the rank having paid his dues. Such a person can not buy his way into becoming a manager rather he would have met the set criteria either through training, results and all performance indices.
 
A manager might possess all the experience in a similar job role but might not be producing optimal result.An incompetent manager might be spoted when he lack the adequate motivation for the work force under him,If he lack the operational schedule strategy to to assign task and deliver on time,this could be a lapse on his part.
 
If you are experienced enough in the domain you are working in, then it would much easier to spot the lack of qualification in a specific business manager, but without experience you won't be able to know
 
Yea it is very possible to spot an incompetent manager if the business owner realizes some negative changes in the business then he can trace it and then spot the manager
