How much do you have to change a photo before it becomes unique?

I've heard that you only need to change a photo ten percent before it becomes unique. And, then it would be OK for use as your own. I'm not sure if this is true. Can anyone confirm or provide more information on how much you would need to change an image before it becomes a unique work of art?

I don't know how this works in practice, but in my opinion that's completely bogus or at least I hope it is, because otherwise people are free to download a free PSD of a design, change it's primary colors and then sell it as their own 'unique' creation.
 
I think you would have to change atleast 40-50% of the design for it to be atleast somewhat unique. I don't think its 10%, I find that a bit too low.
