I would love to get a custom website built for me but I have no idea where to begin with this.
I know they are out there, but how does one go about finding them without being scammed?

Do a lot of research. Go on freelancing websites and look at reviews. If you find someone trustworthy and good, keep using him. It really is hit or miss.

Good idea. Pay attention to reviews. I know that reviews can be either hit or miss, but for the most part they are accurate. Also, it should be easy to tell the difference between a fake review and real review.

Freelance websites are usually legit and I don't think anyone is going to go out there way to scam you.
 
Try searching for "front-end webmasters" :)

front-end and back-end are the two sides of web developing.. so this keywords may help you finding someone on Google...
 
Like others have said, go on freelance websites and make sure to read reviews. Look out for scams, but most of them are very nice.
 
Research is everything.
I have also found Fiverr.com which looks good. Unfortunately, there is not a specific category about website development, but you can find plenty of people who look talented and are experts in the field of web design and development. You can check their sales, their reputation and their portfolio and then shoot them a message to see if they accept to do some custom work! :)

Be careful with Fiverr. Like Mr. Panos said, you need to do your research and look at reviews, portfolio, etc.
 
You want to find someone who either works alone or is just starting out because the big companies charge A LOT for something like this. I am talking like $25,000++
