Has a manager ever tried to hire someone you didn't want hired?

Yes, several times. But then, I had voice my concerns. First, I tried to understand why the manager wanted to hire the person. Because, there may be something I might not be aware of that makes them a good fit for the position. I was specific about what I was worried about and how I think it could impact the company.

It is always very important for you to question things that you don't understand in your business especially when it involves hiring employees. The employees that are working for your business are the engine that helps your business to prosper. When the right person is hired, it is always beneficial for the business but when the wrong person is hired, it is always detrimental to the business.
