that makes sense but the problem is if we have a spammer user, who doesn't care about time or word counts when he has the chance to write, he will write trash and low-quality posts.If you have minimum word count and timer (for example, has to wait for 3 minutes before creating another post) can substantially reduce spamming in a forum. This is just my thought though.

we are always giving multiple chances for our members to learn and improve the quality of their posts and let banning feature is the last decision we take. there are some users who learned a lot and improved and that's our objective in the end.I guess that if a person is spamming, then a warning should be issued to them. Many people ignorantly post spam links because they may not be aware of the rules. Many people stop posting spam links after we politely tell them to not to do that again and many co-operative members mend their ways.
That is an avenue to weed them out actually,but on the other hand,once one have discovered that a particular person is exhibiting such tendency,the best reply is just to completely ignore them while in the forum.What is the most effective ways that a forum owner can use to make sure spammers are dealt with as it is obvious you cannot stop them from joining your forum at all.
From my own opinion, I think giving out rewards for those who report spammers would go a long way in helping to make sure they're properly handled.

Yeah, I completely agree with what you said, I also think that's the only best way one can handle spam on a forum, but never can say let's hear from our admins, but for me that's the only best way I think.
Spam post should be immediately deleted and anybody that post it must be severally sanctioned. A punishment like points deduction, suspension of account for numbers of day should be giving or melted to anybody that post spam content. But, I will not support outright banned of a person that post spam content. Many people don't bother read about a site they just joined before they start to post.

If anyone is trying to rejoin, set up an IP band to block email. I also don't allow people to join via her VPN without confirmation. No matter what you post or where you post, it will be automatically moderated.
