Of course the site owner will not be able to handle much considering the fact that there'll be a lot of sections and you'll have to maintain decorum and ensure rules are followed. It'll definitely not be an easy task.

It's possible for a site owner to handle everything concerning the site himself without the help of a moderator especially if it is a small site, but of course, it won't be easy.
