Some think it's a waste of time but Google has said quality directories are fine. Anyway, it would be cool to own a directory. However, making it attractive to site owners would be tough and also the marketing.

Well, you can use a directory to build links. THis is standard practice, however, backlinks form the article directory or web directory do not work. There are a couple of reasons. backlinks work only when they are coming from relevant website and the websites ranking higher than yours, a site that gives too many do follow links are not valued by search engine algorithm
