Customer service is a very important part of any business. Customers are sometimes not paitent, and you will be judged by your response time when they reach out to you business and you keep them waiting. 5 min is not bad, but please make sure you do beyond it.

24/7 customer care line depends on the kind of business, I think service providers like Banks, Telecoms and big e-commerce storewill need to have this.
In my opinion 5 minutes is not too long some will even make you wait for 15mins eventually you'll get tired of waiting.
