Yes you can run a business without borrowing. But you have to work very hard if you have a low investment .
For example if you are doing business of salon you should include yourself as a staff member of your salon corner then you can now start your business with low budget.

Looking at it from my own perspective, if I want to go into a business I will save up before going into business rather than borrowing money from people or some institutions. With that I will know am trading with my personal money not with borrowed money.

Yes, I don't even like running a business with a borrowed money, I prefer to save enough money, the only thing is that it will take a very long time. But once you are able to save, you will really enjoy the business as you will not experience much pressure from the people or source you borrowed from.
