I think there is topographical error here. I think what you really mean is bonuses and not bounces. Because bonuses is related to employees. While bounces is related to basket ball that bounces. I agree that bonuses prods employees to improve in their work performances.

Yes it was obviously an error, because what he explained afterwards clearly refers to giving bonus to employees and it can be used to encourage them to work harder.

A bonus is a good form of incentive in order to keep a worker productive and motivated, however in my opinion i believe that the bonus that they receive be relative to their work and therefore should not be standardized for a department, but rather individual specific.
