Why is there a flood control?

Can you direct me to where this flood control is being applied?

There's always been flood control and it's the same settings as before. You probably just never experienced it because of your member group.
 
Flood control is always a good idea. It helps protect in case a bot does get through and begins automated spamming.
I generally use a LOT shorter period than 100+ seconds though. Usually around 10-15. I have debated running that up to 30, but I have seen users in the past instead of making one larger post with multiple quotes/replies in it will reply to each individual post back to back. Too long can impact those types of users.

But it looks like that is on the content bundle form submission for packages?
