Who you hire someone to promote online for you?

Would you ever hire someone to promote your website online for you? I dont mean hire someone in terms of a one off purchases you have made from someone for backlinks, tweets, shares, etc.. I'm meaning more on a longer term basis where you pay them a weekly or monthly wages and they work to promote your website as a full-time job for them?

Sounds like a good idea. I mean, they might be better at marketing certain things. Also, they might have connections I don't - and for understandable reasons, won't share unless hired. Anyway, as of now, I couldn't hire help, but with increased income it's sort of a no-brainer.
