Promoting websites is a huge and tiring job in itself. I have submitted/resubmitted/pinged URLs on

• business directories like DMOZ, Business, etc.
• social bookmarking sites like Reddit, StumbleUpon, etc.
• Ping-O-Matic, FeedShark, etc.
• Google Search Console
• Bing Webmaster Tools

Earlier, I used article directories, but not anymore. Now I focus on social media sites, local classifieds, email marketing and the ever faithful - word of mouth.
