To me the best is just bitly because it is free and it also gives you data and analysis that will helps you to know where your visitors are coming from and the country as well

I don't really know what's URL shortners. The name URL sounds familiar but I don't really know how it works, can someone please explain to me Abit further.

URL is a web address link and 'URL shortening' is a technique on the World Wide Web in which a Uniform Resource Locator may be made substantially shorter and still direct to the required page. This is achieved by using a redirect which links to the web page that has a long URL.

In simple words, it is used to make url shorter and easier to remember.

I have used 'TinyURL'. For me, it a does great job.

Well I have only used a few url shortener but I can rightly state that url shortener like tinyurl is a good url shortener and it comes with free features if you are not ready to subscribe or pay for a plan.
