When I was younger there was a clamor for the government to have a program for residents to move to the rural areas and only the commercial establishments will be in the city. It was a nice program that residents can have fresh air near the mountain or even in the mountain area. But that did not happen because the condominium came to fore. Real estate developers started building high-rise condominium that people remained in the city instead of moving to the rural area.

Once you do that you can have progress with lower birth rates, control on drugs and crime, better health outcomes and yes, less overcrowding into small spaces in increasingly dangerous mega cities.
