How do I go about convincing small businesses that they need a mobile optimized website/responsive design to create business?

Small businesses rarely ever care about the Internet and their time is valuable. I would stress the amount of time and cost associated with having a mobile/responsive website. Also focus on what the return would be or the ROI.

A lot of small businesses underestimate the power of having an attractive website that looks good on any device.
 
Find a study online about website traffic and why responsive design will help them.

Show them and explain the study.

That's what I've done with dance studios, churches, charities, etc.

I think this is very solid advice. The majority of small businesses want to see studies that represent a good ROI.
