Who provides your SSL/Security Certificate?

Do you use a free service like Let's Encrypt?

Or do you pay for it? How much do you pay if yes?

That's what I've used for many many years now.

I think it's the best thing that's happened in HTTPS!

Let's Encrypt changed the way HTTPS worked. They became so popular that control panels made easy to add them.

Its essential for some years to use HTTPS for any internet site that allows logons, or you get penalised in search. Therefore it is vital to get a cert when launching a new forum.

Does Cloudflare offer a free security certificate or do you have to pay for it?

As far as I know, they offer a free one. A while back, Chrome used to distrust that certificate.

Ya, their free tier offers basic CDN and SSL. I actually use it on multiple sites and never had an issue. I actually like it mostly due to their awesome DNS editor and they oddly work out to be the cheapest domain issuer many times.

The biggest problem is that you NEED to use their CDN and while for most sites that is a perk, it can actually hinder features. Invision Power's feature to log in with a separate Invision Power site does not work if the master site is on Cloudflare. Probably not an issue for most, but it is worth noting that things can dislike it.
