Off page SEO maybe they are dependent on the the progress, while the online SEO are tracking time by time to its maybe to give the ratio is maybe 70 and 30 in case of percentage or maybe this will depend on management.

I think both have an equal impact on your site. They both rely on each other for the search engine bots to consider your content worthwhile. For my sites, i usually do 50/50 for on and off-page SEO.
