Keeping engagement on something that isn't always relevant?

Say you have a forum that has a main topic that isn't always talked about. Maybe it is on a series that has came and went and while new stuff comes now and then, it isn't often. How do you keep up engagement in this case?

If your tops are current topics, they will lose relevancy after some time and it is difficult to bring engagements on these topics. For instance, if you have topics related to Covid, these are almost irrelevant these days. Therefore, I believe there is no need to focus on topics that have become irrelevant.
