Is $15 too much for a plugin?

It really depends on what it is. If it is like some of Andy's remove-ons/enable-ons then yeah, it can be to high unless you absolutely need it.
Ultimately the price will be what the market will bear. You have a very limited pool, so unless you are doing add-ons like XenAddons does (or similar developers) then you aren't going to be getting even somewhat comfortable from the income of them. And honestly, in the grand scheme of things, $10-$15 for even a small quality add-on that does what you need is not that bad.
The days of quality free add-ons/plug-ins are pretty much gone. It's now all about the money. Of course, many of those that developed add-ons back in the day did it because of love of doing it. But many of those have left for one reason or another. Now society is so money based you rarely see quality stuff coming out just because someone wants to "give back" to the community.
 
Exactly. I recently paid $10 for chunked upload add-on. I needed it to get around the 100MB upload limit of using CloudFlare as some of the programs that get uploaded to the resource manager can be much larger than that. It was one of those add-ons that should really be built into the script itself (the technology/code has been around for years) but since the developers don't need/use it, it was not thought about.
