It requires a lot of things and I don't think I am ready to do something like that because I don't even know how to go about it but some people have it and it is doing quite well

Someone needs to create website for that but you need to give it out to those that can help to design like PayPal. I don't have idea of how to design website bust some people learned and had skills in it.

A payment processor business is not much you can just start just like that without having the prior experience . It is a big business that needs a lot of technicalities and managerial input.

There are so many other big companies out there that have tried to be a competition to PayPal but in the end they are not able to withstand the competition that PayPal have set up in the payment processor business. I'm not sure it is something and ordinary individual can get them to.

Off hand, I do know that if I start a service like PayPal, I would need a business bank account setup to run it, probably starting locally to where I live, so that I can begin working with the laws regarding money exchange services. Then I would need to pay the fees required to register a business like that, which would be a bit of an investment to do so. The State I live in, has it's own fees to register, then I have to register it with the Federal Tax people with their associated fees too.

I figure I would need to limit the market initially, so that all tax issues can be worked on.

As far as how PayPal has it, I know they have ties to a number of banks to make it work in more than one country, so that any transfers made in certain countries, would be more or less instant, compared to standard bank transfers across borders.

This is because if you have customers who regularly transfer funds between accounts, then you tend you make money by charging them fees. PayPal charges much fees, but it is also one of the best payment systems as well. So, how can you start your own payment processing company just like PayPal?
I don't think I would ever do something like this because I don't think people would be too interested because they already have cash apps, PayPal, etc. Plus, it's very hard and requires a lot of paper work and hiring a lot of people, so I don't think it's worth it for me ever.

if everyone have this kind of mentality then there will be nothing like competition. Basically, you are not interested in starting up a payment processor like PayPal or others. If I have the opportunity I'll probably do it and I will offer something unique that will make users prefer my own platform.
