Is there a way to do this?
What would you do to revive a dying website/forum? Well, let's assume that there are still some loyal users left but you need to make the move fast, so that you would be able to keep them around.

Do we need to pay more attention to the content? Or do we need to offer them incentives?
How would you deal with a situation like this? I am all out of ideas at the moment as my users make only posts and not threads and it's very difficult to come up with thread content these days.

If a previous forum had some value, good number of members and decent moderators, it's much easier to revive such forums than building a new one from the scratch especially, if the forum is not erased and it still has some backlinks or indexed pages on search engines. I guess it's worth investing time in such forums (reviving and promoting again). Contacting old members is also good idea and adding some new features to it can make it better than ever before. Just go ahead!

I think it will be very easy for you if you have money and you truly want to push your website up a little. You can pay to advertise your website so that your website will be generating more traffic.

Well, if it is a paid forum, you can revive it my increasing users earnings if possible. It could be that users are not longer satisfied with their earnings and that's why they are leaving the forum.

I believe that the best way to revive any website that's dying would be to invest more time and even money into it. You more high quality contents and lots of activities.

Well, sometimes some people might have a lots of content ion their blog or website, but still they may struggle a lot to get traffic. This is a really huge sign that your website may die.

Having a lot of content is not enough to get traffic. You need content that can be found on search engines as well as share-worthy content. Share worthy content means people are interested in sharing your content.
 
You can actually do a lot with trying to increase the incentives around. You can also try to bring some exciting things like games and opportunity for people to meet themselves.
