How to check quality of hosting?

I check my site with Google PageSpeed Insights. I am checking during the middle of night when there is almost no traffic so I know there is no effect of server load. At least from my site.
I see big difference from test to test. Even between mobile and desktop in single test.
Score goes from 35 to 90 so I know web site is optimized for SEO since I get 90.
I know Google ads and other scripts can cause problems but I postpone adsbygoogle.js load and I have plugins for async load.I use Wordpress.

What would be good tool to check server response and server metrics?

Would you mind sharing your website here and I’ll do my best to help debug why it’s taking longer than usual to load. Meanwhile, you could look into a free tool that constantly monitors your website or server IP every 5 minutes. It’s called UpTimeRobot.
 
If you are choosing the popular hosting services like namecheap, hostgator, ipage, or blue host you can simply trust these hosting services. If you are trying little known services, pay for one month instead of whole year.

I would try and survey your users and also try and run tests throughout a week to see what scores you get. Don't get too attached to the test though as whilst they give a good indication, they are not the be all and end all. Focus on your users, not the robots.
 
Of course the speed of a website is very important for easy navigation. I will still advise that if it seems like what you are getting is not up to date or you don't trust the result, then may be you should consider using other hosting platforms just as already mentioned above.
 
Checking the quality of your hosting services requires a lot of checks. You can check it's server uptime rate. Anything 98% above is good. You also check their bandwidth and security to know if it's robust. Average load time is also important.
 
It is a very good practice and exercise for one to check his servers uptime rates and downtime rates as well. These statistics will tell you where you need to improve on on your webpage
 
i don't really know how to check the quality of a host but I believe that there should he sites and even app that's does it and can be of help to you too.
